Vice President Sara Duterte laid down specific conditions before attending the plenary budget debate in the House of Representatives.
Her letter, dated September 30, 2025, was presented by Office of the Vice President (OVP) budget sponsor Rep. Jose Pepito Alvarez to the House Committee on Appropriations.
Alvarez revealed that one of VP Sara’s conditions was the presence of President Ferdinand Marcos Jr. during the P27.3 billion budget deliberation for the Office of the President.
Additionally, the Vice President requested that she would only attend if the Committee on Good Government and Public Accountability secured a document from the Department of Justice confirming the nullification of the Immigration Lookout Bulletin Order against several OVP employees.
The employees named in the request include Atty. Zuleika Lopez, Mr. Lemuel Ortonio, Atty. Rosalynne Sanchez, Atty. Sunshine Charry Fajarda, Ms. Gina Acosta, Ms. Julieta Villadelrey, and Mr. Edward Fajarda.
Despite the letter, Alvarez stated that the House Committee on Appropriations would no longer act on VP Sara’s conditions, citing that it was the final day of plenary deliberations for the proposed 2026 national budget.
