As of 10:00 AM today, Tropical Storm “Helen” continues to move over the northern portion of the Philippine Sea, currently located 1,060 km east northeast of Extreme Northern Luzon. The storm is packing maximum sustained winds of 85 km/h near the center, with gusts reaching up to 105 km/h. While no Tropical Cyclone Wind Signals (TCWS) are currently in effect, the Southwest Monsoon, enhanced by both Tropical Storm “Helen” and Typhoon “Gener,” will bring significant weather disturbances to various regions across the Philippines.

Monsoon-Driven Heavy Rains and Winds Expected

The Southwest Monsoon is set to deliver heavy rainfall and strong to gale-force winds, particularly affecting coastal and upland areas. Residents of Zambales, Bataan, Pampanga, Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Zamboanga Peninsula, Northern Mindanao, Caraga, and the Davao Region should prepare for these conditions today. Tomorrow, Ilocos Region, Isabela, Aurora, and other areas in Luzon, Visayas, and Mindanao will continue to experience strong winds and rains.

By Thursday, affected areas will include Ilocos Region, Isabela, Aurora, Zambales, Bataan, Cavite, Batangas, Quezon, Occidental Mindoro, Marinduque, and Romblon. Residents in these areas should take necessary precautions and be on high alert for potential flooding and landslides.

Coastal and Sea Condition Warnings

A Gale Warning is in effect for several coastal waters across Central Luzon, Southern Luzon, and Visayas. Sea travel is deemed risky for small seacrafts and motorbancas in these regions, with waves expected to reach up to 4.0 meters. Mariners and those operating smaller vessels are strongly advised not to venture out, particularly in rough waters surrounding Zambales, Pangasinan, Ilocos, Batanes, and other coastal areas in Luzon and Visayas.

Moderate sea conditions (up to 2.5 meters) will persist along the eastern and southern seaboards of Bicol Region, Quezon, Samar, and Mindanao. Similar caution is advised for these areas.

Track and Intensity Outlook

Tropical Storm “Helen” is expected to move northwestward and exit the Philippine Area of Responsibility (PAR) this afternoon or evening. The storm is projected to remain at tropical storm strength but may weaken gradually over the East China Sea. Despite being far from the Philippine landmass, “Helen” will still enhance the monsoon, bringing adverse weather conditions across the country.
