Shiela was previously cited in contempt by the Senate for failing to attend earlier hearings related to the Philippine Offshore Gaming Operations (POGO) investigation.

She has been detained in the Senate since her arrest in Indonesia, along with Cassandra Li Ong.

During the Senate hearings, it was revealed that Shiela Guo was listed as the corporate secretary, chief finance officer, and treasurer in several family-owned businesses.

Shiela consistently denied any knowledge of the alleged criminal activities involving her family.
