Restoring Public Trust in PNP Motivated Garma to Reveal Truth Behind Duterte Drug War

Retired police colonel Royina Garma has stated that restoring public trust in the Philippine National Police (PNP) was one of the reasons behind her decision to disclose the alleged truth about the Duterte administration’s drug war.

Garma, who previously served as the Philippine Charity Sweepstakes Office (PCSO) general manager, revealed at the Quad Committee hearing in the House of Representatives that a reward system was implemented during the Duterte administration, incentivizing police officers to kill individuals on the drug list.

The reward system, similar to the “Davao template,” ranged from ₱20,000 to ₱1 million per hit.

Garma mentioned that it took her a week of reflection before deciding to tell the truth to the committee.

When asked by Rep. Dan Fernandez if she was forced to sign an affidavit, she responded, “No, Mr. Chair, it took me one week to make some reflections.”

House Senior Deputy Speaker Aurelio Gonzales Jr. also commented on Garma’s statement, stressing that the investigation aims to reform the PNP and address extrajudicial killings for the sake of the public.
