NPTC Pushes Probational Authority for Unconsolidated PUV Drivers Instead of Full 5-Year Franchise

Probational authority for unconsolidated PUV drivers should be granted instead of a five-year franchise renewal, according to the National Public Transport Coalition (NPTC), as a temporary solution to allow them to resume operations.

NPTC Convenor Ariel Lim made the appeal during an interview with Bombo Radyo Cauayan, following mounting pressure from various transport groups on the Department of Transportation (DOTr) to fulfill its promise of allowing unconsolidated PUVs to renew their franchises and vehicle registrations.

Lim clarified that while he supports the renewal of franchises to allow drivers to continue operating, granting a full five-year term could derail the timely implementation of the Public Utility Vehicle (PUV) Modernization Program.

He recommended instead that the government issue a franchise valid for only six months to one year, depending on the ongoing studies conducted by the DOTr regarding program execution.

Lim also called on operators and franchise holders to ensure the roadworthiness of their units before resuming trips to avoid accidents and ensure commuter safety.
