Ilocos Norte Declares State of Calamity Following Devastation from Super Typhoon Julian

The Provincial Government of Ilocos Norte has declared a state of calamity in response to the widespread destruction caused by Super Typhoon “Julian” (internationally known as “Krathon”).

The declaration was made during an emergency session earlier today through Provincial Resolution No. 341-2024.

As of 11:00 a.m., eight municipalities, including Burgos, Bangui, Dumalneg, Pagudpud, Vintar, Adams, Pasuquin, and Bacarra, remain under Signal No. 2, while the rest of the province remains under Signal No. 1.

Additionally, an orange rainfall warning from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) remains in effect.

The super typhoon has resulted in severe flooding, destroyed infrastructure, and widespread power and communication outages.

Damage to crops is estimated at more than Php 85 million, with losses in livestock and poultry amounting to Php 385,000. Assessments of infrastructure damage are still ongoing.

The storm has claimed two lives, one in Batac City and another in Laoag City, with one person reported missing in Paoay.

The state of calamity allows the provincial government to mobilize its Local Disaster Risk Reduction and Management Fund to support relief and recovery efforts.

Governor Matthew Marcos Manotoc urged residents to stay alert and follow safety advisories, as PAGASA forecasts that Super Typhoon Julian may re-enter the Philippine Area of Responsibility on October 2.

Relief operations, led by the Provincial Social Welfare and Development Office and the Provincial Disaster Risk Reduction and Management Office, are already underway in the most affected areas.
