Ex-PCSO Chairman Garma Allegedly Received P1 Million Weekly Payola, Claims Osmeña

Former Cebu City Mayor Tommy Osmeña has revealed to the Quad Committee that retired policewoman and former PCSO General Manager Royina Garma allegedly received weekly payola of P1 million while she was head of the PNP Criminal Investigation and Detection Group in Davao City.

Osmeña made this statement during the Quad Committee hearing today, which is investigating issues related to POGOs, extrajudicial killings, illegal drugs, and human trafficking.

Osmeña clarified that he does not personally know Garma, stating that their disagreement was personal.

He also opposed Garma’s appointment in Cebu after learning about her alleged payola, which he said influenced his decision not to accept her in Cebu.

Osmeña also mentioned that someone told him Duterte’s dislike for him was due to Garma, not politics, and that this person had suggested Garma’s appointment to PCSO.

Osmeña expressed gratitude to the Quad Committee for the opportunity to present information and described Garma as dangerous in an interview.

He compared her to Janet Napoles, the “Pork Barrel Queen,” and the Pharmally controversy, calling her more dangerous.

Garma is currently detained at the House of Representatives’ detention facility for contempt.
