The Commission on Elections (COMELEC) has issued a supplemental resolution expanding the Anti-Discrimination and Fair Campaigning Guidelines for the 2025 National and Local Elections.
Under the new resolution, all election-related activities—including campaign rallies, caucuses, polling places, precincts, canvassing centers, and even election-related content on social media—are now considered “safe spaces.”
COMELEC emphasized that any form of child abuse, discrimination, incitement, propagation of immoral doctrines, and racial discrimination during the campaign period may now be classified as election offenses.
COMELEC Chairman George Garcia said the resolution is part of the poll body’s effort to address unethical conduct by candidates during the campaign season.
The resolution also prohibits the use of campaign jingles containing foul language or double meanings.
To implement and enforce these rules, the Special Task Force on Safeguarding Against Fear and Exclusion in Elections (SAFE) will receive complaints, issue show-cause orders, and conduct investigations or clarificatory hearings when necessary.
Candidates found guilty of violating the new regulations may face disqualification from the elections.
