Before the confirmation of these appointments, the CA’s defense panel, led by Majority Leader Rep. Luis Raymund “Lray” Villafuerte Jr., moved to reject the ad interim appointment of Col. Suharto Mangudadatu, an AFP army reserve officer.

The motion for rejection was promptly approved by panel head Rep. Jurdin Jesus Romualdo. Mangudadatu’s appointment was rejected due to his repeated failure to appear at the CA hearings despite multiple invitations, and his non-compliance with the submission of necessary documentary requirements.

Romualdo explained, “The appointee failed to submit his documentary requirements and has not provided any explanation for this nor requested an extension.” He added, “The appointee has been bypassed four times, and failure to comply with the submission of documents is grounds for rejection as per our rules.”
