Typhoon Uwan (international name: Fung-Wong) has rapidly intensified, prompting PAGASA to raise Tropical Cyclone Wind Signal No. 2 in multiple provinces across Luzon and Visayas. The storm is expected to bring torrential rains, destructive winds, and life-threatening storm surges as it nears landfall.

As of 11:00 AM on Saturday, November 8, 2025, Typhoon Uwan was located approximately 680 kilometers east of Borongan City, Eastern Samar. It is moving westward at 35 kilometers per hour, packing maximum sustained winds of 140 kilometers per hour near the center and gusts of up to 170 kilometers per hour. The storm’s central pressure is measured at 965 hPa, and its wind circulation extends up to 780 kilometers from the center.

Tropical Cyclone Wind Signals Raised

PAGASA has raised Tropical Cyclone Wind Signal No. 2 over the following areas:

  • Luzon: Catanduanes, Albay, Sorsogon, and Camarines Sur
  • Visayas: Northern Samar, Eastern Samar, and parts of Samar

These areas can expect winds of 62 to 88 kph within 24 hours, with minor to moderate damage possible to structures and vegetation. Meanwhile, Signal No. 1 remains in effect over parts of Luzon, Visayas, and Mindanao, where winds of 39 to 61 kph and intermittent rains are expected within 36 hours.

Rainfall and Flooding Threats

PAGASA warns of heavy to torrential rainfall beginning Saturday afternoon, especially over the Bicol Region, including Camarines Sur, Albay, and Catanduanes, which are under a Red Rainfall Warning—indicating more than 200 mm of rain within 24 hours. By Sunday to Monday, intense rains are forecast to shift toward Northern and Central Luzon, particularly Aurora and Nueva Ecija, with Orange Rainfall Warnings expected in Metro Manila and CALABARZON.

Storm Surge and Sea Conditions

Coastal communities in Isabela, Aurora, Quezon (including Polillo Islands), Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Northern Samar, and Eastern Samar are at high risk of storm surges exceeding 3 meters. PAGASA has issued a gale warning for the northern and eastern seaboards of Luzon, as well as the eastern seaboard of Visayas, with sea conditions expected to reach wave heights of up to 14 meters in exposed areas. All types of vessels, especially small boats and motorbancas, are strongly advised to remain in port.

Projected Track and Landfall

Typhoon Uwan is forecast to continue moving west-northwestward and may make landfall over the southern portion of Isabela or northern Aurora late Sunday evening or early Monday morning. A slight southward deviation could bring the storm’s eye closer to Catanduanes, while a northward shift may affect Cagayan and Northern Luzon. After landfall, Uwan is expected to cross the mountainous terrain of Northern Luzon and exit into the West Philippine Sea by Monday afternoon.

Preparedness and Public Advisory

PAGASA urges residents in affected areas to prepare emergency kits, evacuate if advised, and monitor official bulletins. Local government units have been instructed to activate preemptive evacuation plans, especially in flood-prone and landslide-prone communities. The public is reminded to avoid unnecessary travel and stay indoors during the storm’s peak.
