Tulfo Applauds LTO Suspension of Vehicle Transfer Rules

Senator Raffy Tulfo expressed approval over the Land Transportation Office’s (LTO) suspension of Administrative Order AO-VDM-2024-046.

In a recent Senate public services committee hearing, Tulfo questioned the new LTO guidelines regarding vehicle ownership transfer.

Tulfo highlighted the issues with inadequate public information on the order and the heavy fines imposed on second-hand vehicle buyers and sellers.

The new rule would penalize parties who failed to transfer vehicle registration on time, even if the sale occurred before the order was issued.

Tulfo urged the LTO to amend policies that could unfairly burden citizens and reminded the agency of its responsibility to prevent legal complications.

The LTO complied with Tulfo’s recommendations, promptly suspending the policies under the new order.

The agency has since announced plans to modify the guidelines to ensure fair and clear implementation.
