The Manila Regional Trial Court (RTC) Branch 34 has nullified the election of Alice Guo as mayor of Bamban, Tarlac, following a June 27, 2025 ruling by Judge Liwliwa S. Hidalgo.
The court granted the quo warranto petition filed by the Office of the Solicitor General, declaring Guo ineligible for public office on grounds that she is unquestionably of Chinese descent, with both parents identified as Chinese nationals.
The ruling means Guo’s mayorship was void from the outset, as the court also established that she and Chinese citizen Guo Hua Ping are the same individual based on identical fingerprints.
Guo’s legal team rejected the findings of the National Bureau of Investigation and denied the claim that she was born to Chinese parents.
However, the court stressed that Guo’s Philippine passport and birth certificate were insufficient to prove Filipino citizenship.
According to the decision, Guo and her parents arrived in the Philippines from Fujian, China on July 12, 1999, further affirming her Chinese identity.
The court stated that she is not only disqualified from her current office but also barred from running for mayor in the future.
It added that Guo’s disqualification stands despite her election and formal oath of office, noting her proclamation was void from the moment she filed her Certificate of Candidacy.
This court decision follows a previous dismissal order by the Office of the Ombudsman in August 2024 due to Guo’s alleged links to Philippine Offshore Gaming Operators (POGO).
