Outgoing Cebu Governor Gwendolyn Garcia has signed Executive Order No. 16, Series of 2025, which mandates the formation of a transition team to ensure a smooth turnover of records, documents, and assets to the newly elected and re-elected provincial officials.
The transition aims to audit accomplishments, assess existing programs, and prepare for future government initiatives.
Vice Governor Hilario Davide III also signed the order, serving as vice chairman of the transition team.
The move follows Department of the Interior and Local Government (DILG) Memorandum Circular No. 2025-016 issued by Secretary Jonvic Remulla on March 3, which mandates the establishment of local governance transition teams to ensure seamless leadership change, prevent service disruption, and provide transparency between outgoing and incoming officials.
Meanwhile, Governor-elect Pamela Baricuatro announced plans to abolish the well-known “Pasigarbo sa Sugbo” and “Suroy-Suroy sa Sugbo” programs under her administration.
Baricuatro said she will scrap both initiatives, calling them wasteful use of public funds.
Instead of promoting local tourism through Suroy-Suroy, Baricuatro said she will prioritize the deployment of “Mobile Clinics” and “Mobile Kitchens” to deliver healthcare and food assistance directly to Cebu’s towns and communities.
