PCAB executive director resigns amid flood control project probe

PHILIPPINE Contractors Accreditation Board (PCAB) Executive Director Atty. Herbert Matienzo has resigned from his post, the Department of Trade and Industry (DTI) confirmed.

DTI Secretary Maria Cristina Roque said Matienzo tendered his resignation on September 3, citing “personal reasons.”

The announcement came a day after Roque placed the Construction Industry Authority of the Philippines (CIAP) and its implementing boards, including PCAB, under her direct supervision.

She also ordered the creation of a fact-finding team to investigate allegations of conflicts of interest, accreditation irregularities, and abuses of authority within PCAB.

The developments follow heightened scrutiny over the agency after PCAB revoked the licenses of nine construction firms linked to businesswoman Sarah Discaya, who is facing investigation over alleged anomalous flood control projects.

Earlier this week, Public Works Secretary Vince Dizon said a sweeping revamp would be undertaken in PCAB, describing the irregular projects as part of a “huge web” of corruption that misused public funds.

“This is the reason why our people are suffering, not only in Bulacan and Metro Manila, but across the country,” Dizon said.
