The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reports that Tropical Depression “Julian” remains strong as it moves southwestward over the Philippine Sea, east of Batanes.
As of 4:00 PM, its center was estimated 445 km east southeast of Itbayat, Batanes, or 425 km east of Basco, Batanes.

- Intensity: Maximum sustained winds at 55 km/h near the center, gustiness reaching up to 70 km/h.
- Movement: Southwestward at 20 km/h.
- Extent: Strong winds extend up to 360 km from the center.
Wind Signals
- Tropical Cyclone Wind Signal (TCWS) No. 1: Is in effect over Babuyan Islands and parts of mainland Cagayan, covering towns like Santa Ana, Aparri, and Baggao. Winds between 39-61 km/h are expected within the next 36 hours, posing minimal to minor threats to life and property.
Hazard Warnings:
- Heavy Rainfall: A separate weather advisory warns of possible heavy rains in affected areas.
- Severe Winds: Areas under Signal No. 1 may experience strong winds, particularly in coastal and upland regions. A potential upgrade to Wind Signal No. 3 or 4 is possible depending on Julian’s intensification.
- Coastal Waters: Rough sea conditions with waves up to 3.5 meters are expected in Batanes, Babuyan Islands, and the eastern seaboard of Cagayan. Mariners are advised against venturing out to sea, particularly in small or ill-equipped vessels.
Outlook and Track
Tropical Depression Julian is expected to follow a looping path over the waters east of Batanes and Cagayan in the coming days. It is forecast to intensify into a tropical storm within the next 24 hours and could develop into a typhoon by Sunday, 29 September.
Residents in Northern Luzon are advised to monitor further bulletins as Julian’s track may shift closer to the region.
