PBBM names independent commission on flood control anomalies; who will lead the independent committee?

MALACAÑANG on Saturday announced the appointment of former Public Works Secretary Rogelio “Babes” Singson and auditing firm SGV’s country managing partner Rossana Fajardo as members of the newly created Independent Commission for Infrastructure (ICI).

Baguio City Mayor Benjamin Magalong, a former police general, will serve as special adviser and investigator to the body, Palace Press Officer Undersecretary Claire Castro said in a briefing.

The chairperson of the commission has yet to be named.

Formed through President Ferdinand Marcos Jr.’s Executive Order No. 94, the three-member commission is tasked with investigating anomalies, irregularities, and the misuse of funds in flood control and other infrastructure projects nationwide, covering the past 10 years.

The ICI will recommend the filing of criminal, civil, or administrative cases against those found liable.

Singson, who led the Department of Public Works and Highways from 2010 to 2016 under the Aquino administration, had earlier revealed receiving feelers from Malacañang to return to DPWH.

Fajardo, meanwhile, took over SGV’s top post in July, leading the firm’s strategic and growth initiatives.

Magalong has previously spoken about alleged irregularities in flood control projects, prompting Malacañang to request that he submit his information directly to the President.

Marcos himself earlier revealed that at least 15 contractors cornered most of the flood control projects in recent years.

Both the Senate and House of Representatives are conducting parallel probes into the alleged anomalies.
