MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) is investigating a motorcycle taxi platform for allegedly onboarding more riders than the number permitted under the government’s motorcycle taxi program.
In a statement dated November 3, the agency said the platform had exceeded the authorized number of active riders, prompting an investigation into its compliance with existing regulations.
The LTFRB stressed that it is prioritizing the concerns of thousands of riders who were onboarded beyond the government-approved limit and had already invested their own resources to earn a living.
“What the agency is focused on is addressing the plight of the thousands of overboarded riders who invested their own resources to earn a decent living—and whose only fault was that they acted in good faith and trusted that they were allowed to operate under the existing rules and regulations,” the agency said.
LTFRB REVIEWS APPEAL OF MOTORCYCLE TAXI PROVIDER
The agency also confirmed that it is reviewing a motion for reconsideration submitted by the motorcycle taxi provider in connection with the issue.
The LTFRB said it is developing measures to address the situation of affected riders while ensuring that ride-hailing platforms comply with government requirements when accepting and onboarding drivers.
The investigation comes amid concerns over riders who may be affected by the platform’s alleged failure to observe the authorized limit under the motorcycle taxi program.
GOVERNMENT REGULATION OF MOTORCYCLE TAXIS
Motorcycle taxi services operate under a government-supervised program that regulates the number of participating riders and the operations of service providers.
The limits are intended to ensure that platforms follow the conditions set by regulators while allowing authorities to monitor the sector and address concerns involving rider welfare, passenger safety, and compliance.
The LTFRB’s review of the case will determine the appropriate measures concerning the platform and the riders who were allegedly onboarded beyond the permitted number.
