Libanan: Real Change Needs System Reboot, Not Resign-All

House Minority Leader and 4Ps Partylist Representative Marcelino Libanan asserted that pursuing constitutional change is a more effective path to genuine reform than holding a snap election.

Libanan made the statement in response to Senator Alan Peter Cayetano’s proposal for all officials to resign and initiate a nationwide snap election.

He emphasized that what the country truly needs is genuine electoral reform, particularly in regulating campaign spending.

Libanan argued that meaningful change requires a systemic reboot, not just a reshuffling of political figures.

He noted that a pending bill in the House of Representatives is already calling for a Constitutional Convention (Con-Con) to address structural issues.

According to Libanan, the 1987 Constitution does not provide for snap elections, and only Con-Con, Constituent Assembly (Con-As), or People’s Initiative are legally recognized mechanisms for constitutional change.

Meanwhile, the General Appropriations Act (GAA) for 2026 is currently undergoing detailed scrutiny in the House.

The period of amendments for the 2026 national budget has been scheduled for Friday, October 10, 2025.
