House Committee Pushes for Murder Charges Against Garma and Leonardo

Surigao del Sur Rep. Johnny Pimentel is pushing for the inclusion of a recommendation to file murder charges against retired police colonel and former PCSO general manager Royina Garma and National Police Commission Commissioner retired police colonel Edilberto Leonardo in the House Quad Committee’s final report.

This comes after witnesses implicated Garma and Leonardo in the assassination of former PCSO board secretary Wesley Barayuga, who was killed on July 30, 2020.

Surigao del Norte Rep. Robert Ace Barbers, the overall chairman of the Quad Committee, supported Pimentel’s call.

Pimentel emphasized that Garma is allegedly linked to several killings during the war on drugs, including the murders of three Chinese drug lords in a Davao prison in 2016.

Additionally, reports claim that 198 individuals were killed in Cebu during Garma’s tenure as police chief.
