Harry Roque, 30 Others Charged with Qualified Human Trafficking Over Pampanga POGO Operations

Harry Roque Faces Qualified Human Trafficking Charges as the Department of Justice (DOJ) filed cases against him and 30 others on Monday over alleged involvement in illegal Philippine Offshore Gaming Operator (POGO) activities in Porac, Pampanga.

Former presidential spokesperson Harry Roque was among those indicted in connection with a human trafficking scheme linked to offshore gaming operations.

Justice Undersecretary Nicholas Felix Ty identified Cassandra Ong, Wu Duanren of Whirlwind Corporation, Dennis Cunanan, and 30 others as Roque’s co-accused.

Ty emphasized that the accused allegedly used institutions as a front for human trafficking activities.

The Presidential Anti-Organized Crime Commission (PAOCC) had earlier charged Katherine Cassandra Li Ong, the authorized representative of Lucky South 99, along with several others.

Roque was also included in a supplemental complaint filed in October 2024 regarding the same case.

Despite acting as legal counsel for Whirlwind Corporation, Ty noted that Roque personally went to the Philippine Amusement and Gaming Corporation (PAGCOR) to handle the renewal of Lucky South 99’s application.
