Former Finance Undersecretary Criticizes Transfer of PhilHealth Funds to Finance Department

LAOAG CITY – Former Department of Finance Undersecretary Prof. Cielo Magno has expressed strong opposition to the transfer of funds from the Philippine Health Insurance Corporation (PhilHealth) to the Department of Finance.

Prof. Magno criticized Finance Secretary Ralph Recto’s actions, revealing that he has already secured P30 billion from PhilHealth’s funds. She noted that this was the second tranche, with another P30 billion scheduled for transfer in October, amounting to a total of P89.9 billion.

She argued that this move by Secretary Recto lacks legal basis, as there is no provision in the law allowing the reallocation of PhilHealth funds for other government programs.

Prof. Magno pointed out that government funds are insufficient for infrastructure projects because Congress and the Senate prioritize pork barrel allocations and pet projects. As a result, PhilHealth funds are being diverted to flood control projects and road repairs instead of programs that would benefit the general public.

She warned that if this continues, it would demonstrate the government’s inefficiency in delivering public services and could lead to increased corruption in the country.

Additionally, Prof. Magno called on House Speaker Martin Romualdez and Senate President Chiz Escudero to livestream the bicameral meetings to ensure transparency in scrutinizing government funds.
