Delivery of Automated Counting Machines for 2025 Elections to Be Completed by November

The delivery of all automated counting machines (ACMs) for the May 2025 national, local, and Bangsamoro parliamentary elections is expected to be completed by November.

According to Commission on Elections (COMELEC) Chair George Erwin Garcia, MIRU Systems will finish the production of the 110,000 units required for the upcoming elections by October.

All ACMs will be delivered to the Philippines by November, one month ahead of the original December schedule, as stipulated in the contract signed between COMELEC and MIRU.

MIRU Systems has already delivered 27,500 ACMs to the Philippines, which are currently stored in the Commission’s warehouse. Another 30,000 units are expected to arrive by September, followed by an additional 30,000 in October, ensuring the completion of all deliveries.

Meanwhile, during the ongoing inspection of the previously delivered ACMs, three machines were identified as faulty due to component malfunctions. These issues were detected during the hardware acceptance test (HAT) conducted by MIRU and COMELEC personnel.

Garcia assured that if any of these machines malfunction again after repairs, they will need to be returned, as part of the agreement. He emphasized that even a single faulty component in any ACM will result in its replacement by the company.
