CA Denies Appeal of Ex-Cop in Drug War Case Involving Teen Killings

CA denies appeal of ex-cop in drug war case linked to the killing of two male victims—one of whom was a minor—during a controversial 2017 operation.

The Court of Appeals 2nd Division affirmed the ruling of the Regional Trial Court against PO1 Jeffrey Perez of the Caloocan City Police, rejecting his motion for reconsideration.

Perez was among the officers implicated in the deaths of Carl Angelo Arnaiz, 19, and 14-year-old Reynaldo “Kulot” de Guzman, residents of Cainta, Rizal.

In its decision, the appellate court upheld a sentence of six months to four years and two months imprisonment for the torture of one of the victims.

The former officer was also ordered to pay over ₱50,000 in moral and exemplary damages.

Perez received the harsher penalty of reclusion perpetua for the fatal assault and murder of the second victim.

The court mandated additional compensation of ₱75,000 each for moral and exemplary damages related to this killing.

Further convictions for planting marijuana, shabu, and firearms also carried separate reclusion perpetua sentences, all affirmed by the CA.

Additionally, Perez was permanently disqualified from holding any public office.
