12 Onion Traders Accused of Involvement in Cartel Linked to 2022 Onion Crisis – PCC

The Philippine Competition Commission (PCC) has filed complaints against 12 traders and importers allegedly involved in cartel-like activities related to the 2022 onion crisis.

According to PCC’s Enforcement Office, these traders entered into “anti-competitive agreements” regarding the supply of imported onions from 2019 to 2023. The traders allegedly colluded to control prices and limit competition, harming consumers and the overall economy.

PCC representatives stated that this marks the first time cases have been filed against a cartel for violating the Philippine Competition Act, particularly under Market Allocation and Anti-Competitive Exchange of Business Information.

Raids were conducted by the PCC Enforcement Office to gather evidence, including emails, that could support the traders’ cartel-like behavior.

However, Atty. Christian Delos Santos of the PCC Enforcement Office clarified that the excessive increase in onion prices from December 2022 to early 2023 cannot solely be attributed to the cartel. Although the cartel may have contributed to the price surge, it was not the sole factor.

Six companies have been charged, including Philippine Vieva Group of Companies Inc., Tian Long Corp., La Reina Fresh Vegetables and Young Indoor Plants Inc., Yom Trading Corporation, Vieva Phils Inc., and Golden Shine International Freight Forwarders Corp.

Additionally, six individuals facing complaints include Mark Castro Ocampo, Nancy Callanta Rosal, Lilia Cruz, Eric Pabilona, Renato Francisco Jr., and Letty Baculando.

Meanwhile, the Bureau of Plant and Industry has prohibited the 12 onion traders from applying for import clearance.

It can be recalled that in January of last year, the price of red onions surged to as high as PHP 700 per kilo due to supply shortages.

The PCC launched an investigation into the alleged onion cartel in 2022 following the sharp increase in onion prices.
