NAPOLCOM charges police general over defiance of orders, wearing luxury shoes while in uniform

MANILA — The National Police Commission (NAPOLCOM) has initiated administrative proceedings against a police general over alleged insubordination and conduct unbecoming of an officer, including the public wearing of high-end footwear while in uniform.

In a statement, NAPOLCOM said its Inspection, Monitoring, and Investigation Service (IMIS) filed charges of Less Grave Neglect of Duty and Conduct Unbecoming of a Police Officer against the official, citing two separate violations.

The general, who was serving as Director of the Philippine National Police (PNP) Health Service, allegedly refused to follow repeated lawful orders to submit the Psychiatric and Psychological Examination (PPE) report of a Quezon City Police District patrolman implicated in seditious vlogging activities.

NAPOLCOM said the failure to comply with the directive undermined the Commission’s constitutional and statutory mandate to exercise administrative control and supervision over the PNP.

The second charge stemmed from the general’s public appearance in a PNP uniform while wearing luxury footwear reportedly valued at around P70,599.75, an amount nearly equivalent to a Police Brigadier General’s monthly basic salary.

According to the Commission, the incident raised questions about modest living, ethical standards, and professional conduct expected of public officials, particularly senior police officers whose behavior sets an example for the entire organization.

“Integrity, discipline, and obedience to lawful authority are not optional. These are fundamental obligations owed to the Filipino people,” NAPOLCOM said.

The Commission stressed that the filing of the case reflects its firm stance that rank does not exempt any official from accountability, adding that actions that weaken public trust in the police institution will be thoroughly investigated and dealt with in accordance with the law.
