Court denies Estrada’s TRO bid against ex-Bulacan engineer Brice Hernandez — Lawyer

A San Juan court has denied Senator Jinggoy Estrada’s request for a temporary restraining order (TRO) against former Bulacan first district assistant engineer Brice Hernandez, according to Hernandez’s lawyer, Atty. Ernest Levanza.

Levanza said the denial was in connection with the injunction case Estrada filed before the San Juan Regional Trial Court (RTC) Branch 160.

“In the said resolution, the Court denied the Senator’s prayer for a TRO against Brice,” Levanza told one media source.

According to the lawyer, the TRO was meant to prevent Hernandez from making statements against Estrada in relation to alleged irregularities in flood control projects.

He clarified, however, that the case itself is still ongoing, and what was denied was only Estrada’s preliminary prayer for a TRO.

The dispositive portion of the court order read:
“From the foregoing, it is clear that the requisite extreme urgency warranting the issuance of a TRO is no longer present. Wherefore, premises considered, plaintiff’s TRO application is denied.”

The court has scheduled the hearing for Estrada’s application for a writ of preliminary injunction on November 12, 2025, at 9:30 a.m.

Hernandez earlier linked Estrada to alleged anomalous flood control projects during a House Infrastructure Committee inquiry, claiming that the senator received a 30 percent “SOP” or kickback from the projects.

Estrada has repeatedly denied the allegations, calling them baseless. In October, he also filed a perjury complaint against Hernandez.
