THE International Criminal Court (ICC) Appeals Chamber has ordered the submission of public versions of documents related to former Philippine President Rodrigo Duterte’s appeal for interim release.
In a five-page order dated October 27, 2025, the Appeals Chamber, composed of Judges Luz del Carmen Ibáñez Carranza (Presiding), Tomoko Akane, Solomy Balungi Bossa, Gocha Lordkipanidze, and Erdenebalsuren Damdin directed Duterte’s defense team to submit a redacted version of its “Appeal Brief on Interim Release” by October 29.
The order likewise instructed the Office of the Prosecutor and the Office of Public Counsel for Victims (OPCV) to file public versions of their respective responses by October 31.
The directive was issued under Regulation 23 of the ICC Regulations of the Court, which governs the filing, classification, and public accessibility of court documents to balance transparency with the protection of confidential information.
Last September 26, the ICC’s Pre-Trial Chamber I denied Duterte’s request for interim release. His defense team appealed the decision on October 14, while both the prosecution and victims’ counsel submitted their responses on October 21.
