DOTr, MMDA to Implement Odd-Even Scheme, Free Toll Amid EDSA Rebuild

As the EDSA Rebuild project kicks off, the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), and the Metropolitan Manila Development Authority (MMDA) have convened to discuss measures to ease commuter congestion.

DOTr Secretary Vince Dizon announced that toll fees at Skyway Stage 3—an alternative route to EDSA—will be waived for the entire duration of the EDSA Rebuild.

In addition, the government will deploy 100 more buses to the EDSA Carousel and increase the number of trains operating on MRT-3 to accommodate more passengers.

MMDA Chairman Romando Artes stated that alternative routes will be established to better manage traffic flow during the reconstruction.

Artes also revealed the implementation of an Odd-Even Coding Scheme, wherein vehicles with license plates ending in odd numbers (1, 3, 5, 7, 9) will be prohibited from using EDSA on Mondays, Wednesdays, and Fridays.

Conversely, vehicles with plate numbers ending in even digits (0, 2, 4, 6, 8) will be barred from EDSA on Tuesdays, Thursdays, and Saturdays.

There will be no coding restrictions on Sundays.

To further ease traffic, provincial buses, trucks, and large vehicles will be restricted from using EDSA between 5 a.m. and 10 p.m., with access limited to designated window hours once construction begins.
