DENR Probes Alleged Use of Philippine Sand in China’s West Philippine Sea Reclamation Projects

The Department of Environment and Natural Resources (DENR) has initiated an investigation into reports that sand from various parts of the Philippines is being used in China’s reclamation activities in the West Philippine Sea (WPS).

Malacañang confirmed on Wednesday that the DENR is coordinating with the National Intelligence Coordinating Agency (NICA) and the Philippine Coast Guard (PCG) to verify the reports and identify any illegal operations involved.

According to Palace Press Officer Claire Castro, the sensitive nature of the case prevents the release of specific information to the public at this time.

However, Castro assured that the DENR is actively engaging with intelligence and maritime authorities to address the issue.

Should the allegations be proven true, those involved may face charges under the Philippine Maritime Zones Act and the Philippine Mining Act.

During a Senate hearing, NICA’s Ashley Acedillo disclosed intelligence reports suggesting that sand from Manila Bay and other Philippine locations is being extracted for use in China’s construction of artificial islands in disputed areas of the WPS.

The Philippine Coast Guard has long warned against China’s continued reclamation and construction within the Philippines’ exclusive economic zone (EEZ), including in areas such as the Pag-asa cays and Escoda Shoal.

As the investigation continues, authorities urge the public to remain vigilant and report any suspicious activity related to the possible extraction and transport of sand.
