No Clearance, No Flight: DSWD Reminds Rules for Minors Traveling Abroad

The Department of Social Welfare and Development (DSWD) has reminded the public that minors traveling abroad without their parents or legal guardians must secure a travel clearance to avoid being offloaded.

Assistant Secretary Ada Colico of the DSWD emphasized that children without the necessary documentation may be barred from boarding their flight.

She explained that the Bureau of Immigration (BI) will not allow minors to proceed without clearance, due to a coordinated protocol between the agency and DSWD.

This Minor Travelling Abroad (MTA) Clearance is a mandatory requirement for individuals aged 18 and below who intend to travel abroad without their parents or legal custodians.

Colico clarified that children accompanied by their parents or legal guardians are exempt from needing the clearance.

The policy aims to combat human trafficking and enhance government efficiency through digitalization, as the clearance can now be applied for online.

The online application process includes a virtual interview conducted by social workers with both the child and the accompanying parent or guardian to ensure the safety and legitimacy of the travel.
