Mayor of Rizal, Cagayan Killed in Barangay Hall Shooting

Incumbent Rizal, Cagayan Mayor Atty. Joel Ruma was fatally shot at the Barangay Hall of Illuru Sur around 9:30 p.m. on April 23, 2025.

Police identified the victims as Mayor Ruma and a companion, Merson Abiguebel, who were immediately rushed to Tuao District Hospital.

Doctors declared Mayor Ruma dead on arrival while Abiguebel’s condition was not immediately disclosed.

In response, Rizal Police Station, with support from Cagayan Police Provincial Office units, launched a hot pursuit operation against the suspects.

Authorities issued a flash alarm to all police stations across Region 2 to prevent the suspects’ escape.

High-risk checkpoints were set up in surrounding towns to tighten security and restrict potential escape routes.

The Cagayan PNP Provincial Forensic Unit has also joined the investigation to process the crime scene meticulously.

Meanwhile, the Regional Mobile Force Battalion 2 has begun clearing operations in the area.

Authorities are still working to identify the suspects and determine the motive behind the shooting.

The leadership of Police Regional Office 2 urged the public to report any information that could aid in solving the crime.

Regional police condemned the shooting, which occurred during the election period, labeling it a serious affront to democratic processes.

Officials assured the public that every effort will be made to bring justice to the victims.
