DSWD Targets Nationwide Implementation of Unified PWD ID System by End of 2025

The unified PWD ID system is set for full implementation by the Department of Social Welfare and Development (DSWD) by the end of 2025.

The initiative aims to curb the widespread issue of fake PWD IDs used to obtain unauthorized discounts at restaurants and other establishments.

The Restaurant Owners of the Philippines recently criticized the widespread abuse (“malawakang pang-aabuso”) of fraudulent PWD IDs, which places financial strain on businesses.

Authorities recently raided a small operation in Manila producing counterfeit PWD IDs allegedly issued by local governments from Quezon City, Manila, Pasig, Muntinlupa, and Angat in Bulacan.

In December 2024, the Bureau of Internal Revenue (BIR) warned against the sale and use of fake PWD IDs, with Senator Sherwin Gatchalian revealing that the government lost P88.2 billion in tax revenue in 2023 due to this fraudulent activity.

Currently, PWD IDs vary in design and format depending on the issuing local government unit.

Under the new system, the ID will have a standardized design to prevent forgery and misuse.

DSWD Assistant Secretary Irene Dumlao stated that the unified PWD ID system is undergoing a pilot implementation phase from January to June 2025, with the agency finalizing its terms of reference.

To ensure data security, the DSWD is working with the National Privacy Commission. It is also coordinating with the Department of Information and Communications Technology (DICT) and the Philippine Statistics Authority (PSA) for the smooth rollout of the system.

The new PWD IDs will feature enhanced security measures, including Radio Frequency Identification (RFID) technology. A web portal will also be developed, allowing establishments to verify the legitimacy of a PWD ID.

Under Republic Act 10754, persons with disabilities are entitled to a 20% discount and VAT exemption on specific goods and services.
