Speaker pledges strong finish for 19th Congress in passing Ledac Priority Bills

MANILA, Philippines — House Speaker Martin Romualdez expressed confidence that the 19th Congress will “finish strong” in fulfilling its legislative priorities, particularly the measures identified by the Legislative-Executive Development Advisory Council (Ledac) under President Ferdinand “Bongbong” Marcos Jr.’s administration.

Romualdez highlighted the near completion of Ledac’s priority bills, underscoring lawmakers’ dedication to passing laws that directly benefit Filipinos.

“These laws and measures are concrete testaments to our unwavering commitment to the welfare and progress of our nation,” he said in a statement on Saturday.

The Speaker reaffirmed the House’s goal of achieving full approval of all Ledac priority measures before the 19th Congress concludes.

Out of 28 Ledac priority bills, 11 have been enacted into law, while 14 others have passed third reading in the House.

Key approved measures include reforms in capital markets, amendments to the Right-of-Way Act, excise tax on single-use plastics, the Department of Water Resources, and mandatory Reserve Officers’ Training Corps (ROTC).

Only one bill—amendments to the Agrarian Reform Law—remains under committee deliberation.

Romualdez also noted the House’s role in passing 61 out of 64 measures under the Common Legislative Agenda for the 19th Congress, with 29 already signed into law, including the SIM Registration Act, the postponement of Barangay and SK Elections, and the Maharlika Investment Fund.

He concluded by emphasizing that these legislative accomplishments reflect the House’s commitment to the Bagong Pilipinas agenda, focusing on economic recovery, national development, and institutional reforms.
