Office of the President Tops 2023 Confidential and Intelligence Fund Usage

The Office of the President under Ferdinand Marcos Jr. recorded the highest spending on confidential and intelligence funds in 2023, amounting to ₱4.57 billion.

The Commission on Audit’s Annual Financial Report highlighted this significant expenditure, which exceeded the ₱4.51 billion spent in 2022.

The 2023 figure included ₱2.2 billion for confidential expenses and ₱2.3 billion for intelligence expenses, with an additional ₱10 million allocated for extraordinary and miscellaneous costs.

Confidential expenses pertain to surveillance and other activities conducted by civilian government agencies to support their mandates and operations.

The Department of Justice ranked second in confidential fund spending, with expenditures totaling ₱683.85 million from its Office of the Secretary, National Bureau of Investigation, and Bureau of Immigration.

The Office of the Vice President followed in third place with ₱375 million, while the National Intelligence Coordinating Agency spent ₱127.41 million.

Other notable expenditures included the National Security Council at ₱90 million, the Department of National Defense at ₱78.92 million, and the Department of Interior and Local Government at ₱75 million.
