In Pamplona, the second missing person, identified as 22-year-old Kevin Cacas, was crossing a river with a companion at around 3:00 p.m. when both were overpowered by the water’s force.

According to Polinar, one of the individuals was successfully rescued yesterday, but Cacas remains missing.

Polinar added that the rivers in these areas are far from the shoreline, as Mabinay and Pamplona are located in central Negros Oriental.
