Tropical Depression Julian has weakened further, with its center located 240 km north-northwest of Itbayat, Batanes, near Pingtung County, Taiwan, and remains almost stationary.

It has maximum sustained winds of 45 km/h near the center, gustiness of up to 75 km/h, and central pressure of 1008 hPa, with strong winds extending outward up to 240 km from the center.

Currently, no Tropical Cyclone Wind Signals (TCWS) are in effect, but moderate to rough seas, with waves reaching up to 3.5 meters, are expected over the seaboards of Batanes, Babuyan Islands, and Ilocos Norte, with similar conditions affecting other coastal areas.

Mariners and operators of small sea vessels are strongly advised not to venture out due to hazardous sea conditions.
