PNP Officer Arrested in Isabela for Gun Threat and Drug Possession

CAUAYAN CITY – An active member of the Philippine National Police (PNP) was arrested for brandishing a firearm and possession of illegal drugs in Tallungan, Reina Mercedes, Isabela.

The suspect, identified as PSSgt. Joel Balanay, was apprehended in a police response operation led by a joint force from the Provincial Drug Enforcement Group, Integrity Monitoring and Enforcement Group (IMEG), and the Reina Mercedes Police Station. Balanay is currently assigned to the Jones Police Station.

In an interview with Bombo Radyo Cauayan, PMaj. Charles Cariño, Chief of Police of Reina Mercedes, revealed that they received reports of a PNP officer involved in a gun threat during a casing and surveillance operation.

According to PMaj. Cariño, the suspect likely suspected he was the target of surveillance by Intel operatives from the Isabela Police Provincial Office (IPPO). In response, Balanay drew his gun and attempted to flee the scene.

A hot pursuit operation led to his arrest in Barangay Tallungan, Reina Mercedes. Authorities recovered Balanay’s service firearm, a 9mm pistol, and a packet of shabu.

Another suspected illegal substance was found on his motorcycle.

PMaj. Cariño added that Balanay had long been under surveillance by the IMEG, suspecting him of involvement in illegal activities.

The arrested officer is now in the custody of the Reina Mercedes Police Station and faces charges under Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.
