Higher airport fees set to take effect by September 2025

Air travelers are expected to face higher flight prices next year, as the Ninoy Aquino International Airport Infra Corp. (NNIC) confirmed on Wednesday that increased airport fees will be implemented starting September 2025.

“Many have speculated on fee adjustments at NAIA,” the new operator of the NAIA stated in a post on the airport’s official Facebook page.

According to the NNIC, the fee adjustments were predetermined by the government, and the corporation has no control over the changes.

Under the new structure, the terminal fee for domestic flights will increase from PHP200 to PHP390, while international flights will see a hike from PHP550 to PHP950. However, Overseas Filipino Workers (OFWs) will remain exempt from paying international departure fees.

In addition to passenger fees, airlines will also face higher aeronautical charges, which are expected to result in increased airfares.

They added that in over 20 years, NAIA fees have not changed, and it hindered modernization.

Aviation authorities previously sent a letter to airline operators, noting that the fees and charges at NAIA have not been updated since Administrative Order 1, series of 2000. The proposed adjustments are said to be “lower than the cumulative inflation from 2000 to present,” with the exception of landing and takeoff fees, which include additional costs for lighting, noise, emission charges, and modernizing air traffic control systems to optimize runway capacity.

The NNIC, a consortium led by San Miguel Holdings Corp. and Incheon International Airport Corp., emphasized that passengers would benefit from a significantly improved airport experience as a result of the higher fees.

The consortium took over operations and maintenance of NAIA on September 14 and is set to invest PHP170.6 billion in its rehabilitation and upgrades, offering an 82.16 percent revenue share to the government.
