Painting of River Rocks in Murcia Affects Biodiversity, Says PENRO

The head of the Negros Occidental Provincial Environment and Natural Resources Office (PENRO) confirmed that the painting of rocks along the Asia River in Brgy. Minoyan, Murcia has significantly impacted the river’s biodiversity.

In an interview with Bombo Radyo Bacolod, PENRO Head Engr. Joan Nathaniel Gerangaya stated that the sudden change in the natural habitat caused wildlife and insects in the river to flee.

Despite assurances from Russian national Ivan Orlov, who promised to restore the river to its original state, the act still warrants penalties as it violated environmental laws.

Gerangaya cited the Anti-Vandalism Law, where first-time offenses carry a fine of P5,000 and a requirement to restore the damaged area.

Barangay Minoyan officials are also expected to supervise the restoration process to ensure no further environmental laws are breached.

Local authorities plan to summon Orlov to verify if he obtained the necessary permits and if probable cause exists. Even if the paint is removed, Orlov may still face charges.

Gerangaya suggested installing nets above and below the Asia River during the restoration to prevent contamination, as the water flows into the Mambukal Resort and connects to the Bago River.

A potential fish kill could occur due to paint contamination, which Gerangaya warned could lead to more significant environmental issues.

Meanwhile, the caretaker of Nursery 1 Incorporated assured PENRO that they used non-toxic, water-based paint.

However, Gerangaya acknowledged that while the renovation would have been acceptable within Orlov’s property, problems arose when the river’s rocks were altered.
