Fifteen local registrars have been implicated in the improper issuance of birth certificates to foreign nationals.
This was confirmed by the Philippine Statistics Authority (PSA) during their appearance before the Senate for the 2025 budget hearing of the National Economic and Development Authority (NEDA).
The anomaly was brought to light following an issue involving the dismissed Mayor of Bamban, Tarlac, Alice Guo.
The Office of the Solicitor General filed a petition to cancel Guo’s birth certificate due to missing documentation, such as the baptismal certificate, place of birth, and the names of her parents.
To prevent similar cases, the PSA has stated that late registrants will be required to apply for a national ID, ensuring their physical attendance for biometric data capture.
According to the census, around 3.7 million Filipinos remain unregistered or without birth certificates.
